House of Lords sets sights on personal lines market

The House of Lords has begun investigating the home and travel insurance markets to find out if current regulation is working well and being properly enforced. The inquiry has issued a call for evidence with a deadline for written submissions of 26th June 2026.

The Financial Services Regulation Committee, chaired by Baroness Noakes DBE, has launched the inquiry. It will explore areas including the insurance distribution channel, the effectiveness of comparison websites and the level of understanding consumers have regarding the terms of their cover. It will also look claims handling including the impact of outsourcing on claims and whether cash settlements represent good value for consumers.

In addition, the inquiry will assess how well the Financial Conduct Authority is enforcing existing regulations and the effectiveness of the Financial Ombudsman in resolving consumer complaints.

Baroness Noakes said: “We have launched this inquiry to find out if the insurance market is working for the many people who buy home and travel insurance. We want to find out whether the current regulations are effective, whether they are properly enforced, and whether there is anything that the regulators and Government need to do differently. We welcome evidence and views from anyone with expertise or interest in this area.”
